Pool Quay developed during the 17th and 18th centuries as the highest point on the River Severn that was regularly navigable by boats. Goods destined for Welshpool—known simply as "Pool" in earlier times—were unloaded here before being transported into the town. This origin gave the village its name: the "quay" (wharf) serving Pool.

The opening of the Montgomeryshire Canal in 1797 further strengthened Pool Quay's role as a transport hub, allowing goods to be transferred between canal boats and river barges. The village also supported industries including milling, iron forging and lead smelting.
